Q.Can I restart my business after liquidation of the current business?

A.Businesses that require little capital, have few assets, or are really just extensions of the owner's skills and personality (small service companies) generally should not attempt a chapter 11 reorganization. For these types of businesses, liquidation is a much better option. Once liquidated, if you have sufficient capital there is no reason why you should be precluded from starting another business.
