Q.Can the homeowners vote on matters not mentioned in the notice of meeting?

A.Yes for regularly scheduled HOA meetings so long as at least one-third of the voting power (the homeowners) is present, and No for special HOA meetings. At a special homeowners' meeting, the homeowners cannot vote on matters not mentioned in the notice of the homeowners meeting.
