Q.Can the landlord evict a tenant even if the tenant hasn't done anything wrong?

A.Under California state law, the answer is yes. However, special rules may apply in cities with rent control and for participants in the Section 8 housing program. If you live in government-assisted housing, or in an area with rent control, check with your local housing office or a local landlord tenant attorney to see if any special rules apply to your situation.
