Q.Can a landlord refuse to rent to someone with a pet?

A.Yes. A landlord may refuse to rent to any tenant with a pet except a tenant with a disability that has a certified and trained dog (e.g. blind, deaf, physically disabled). A trained dog is not considered a pet and even if the landlord has a "no pet" policy, the landlord must make an exception for tenants who are blind, visually handicapped, deaf, or physically disabled.

It should also be noted that a landlord may not charge an additional security deposit for certified and trained dogs {Civil. Code Sec. 54.2}.
